These programs are often tax incentives, rebates, loans, and even grants for improving the energy efficiency in your home.  Information is available for both renovations and new construction.

US Federal Programs

The US Federal government has several programs to encourage American residents to implement green retrofits in their homes. These programs provide broad support for a narrow range of projects, but can be very beneficial, especially for higher-ticket items. Often Federally funded programs are administered at the state level, so we’ve included information on those under the State Level Programs list.

Residential Energy Conservation Subsidy Exclusion

  • Purpose: Federal Tax Credit or Deduction. Personal Exemption for energy conservation subsidies provided to customers by public utilities are non-taxable. You can exclude from gross income any subsidy provided, either directly or indirectly, by public utilities for the purchase or installation of an energy conservation measure for a dwelling unit.
  • Incentive: 100% of subsidy is non taxable.

Federal Residential Renewable Energy Tax Credit

  • Purpose: For Solar Water Heat, Photovoltaics, Wind, Fuel Cells, Geothermal Heat Pumps, Other Solar Electric Technologies, Fuel Cells using Renewable Fuels.
  • Incentive: Personal income tax credit in the amount of 30% the total system cost of residential energy efficient property, with no upper limit.

Federal Energy-Efficient Mortgages

  • Purpose: For Solar Water Heat, Photovoltaics, Wind, Fuel Cells, Geothermal Heat Pumps, Other Solar Electric Technologies, Fuel Cells using Renewable Fuels.
  • Incentive: Homeowners can take advantage of energy efficient mortgages (EEM) to either finance energy efficiency improvements to existing homes, including renewable energy technologies, or to increase their home buying power with the purchase of a new energy efficient home.

Department of Housing & Urban Development (HUD) & Federal Housing Administration (FHA)

For new homes, $4,000 or 5% of the appraised value (whichever is greater).

Veterans Administration

Energy Efficient Mortgage = 100% of the improvements for veterans up to $3,000 on documented costs. Can be up to $6,000 w/ a HER rating showing future savings. HER test can be included in mortgage.

Freddie Mac Support for Energy Conservation

FannieMae

The Energy Improvement Feature (EI Feature) can provide funding for improvements up to 10 percent of the as completed appraised value.

State-Level Programs

In many cases, state and municipal programs for green home upgrades are more robust and flexible than the federal options. They cover a wide range of improvements, including renewable energy installations, energy efficient home appliances, insulation upgrades, and more.

Colorado

Colorado Property Tax Exemption for Residential Renewable Energy Equipment

  • Purpose: For photovoltaics (solar), hydroelectric, and wind turbine property.
  • Incentive: Renewable energy property that is located on a property classified as residential, owned by the residential property owner, and produces energy that is used by the residential property is 100% exempt from Colorado property taxation.
